(AP) ? Former ultranationalist allies of Slobodan Milosevic may return to power in Serbia, 12 years after the late Balkan strongman was ousted by pro-Western forces seeking European Union membership.

The first-round vote on Sunday for president, and votes for a 250-seat national assembly and local councils pit pro-EU democrats against nationalists who have gained in popularity with the EU’s own economic troubles, which have dimmed the bloc’s allure for many Serbs.

The two leading contenders are the Democratic Party of Boris Tadic ? who had been president until he resigned so the triple vote could be held together ? and Milosevic’s former ally Tomislav Nikolic, whose right-wing populist Serbian Progressive Party has Russia’s support, though he has lately claimed a shift toward the EU.

The eventual outcome could determine whether Serbia abides by EU-demanded economic and social reforms after being an isolated pariah nation under Milosevic in the 1990s because of his warmongering ? or turns to its traditional Slavic ally Russia instead.

It also will show whether Serbia continues to reconcile with its neighbors and wartime foes of the Balkan conflicts, including the former province of Kosovo, which declared independence in 2008.

Recent polls have suggested that the pro-EU camp slightly trails the nationalist bloc in the parliamentary race, but with the democrats having better chances of persuading smaller parties to form the next coalition government ? just as they did after the previous elections four years ago.

A presidential runoff is expected on May 20, as both Tadic and Nikolic are unlikely to get more than 50 percent of the first round vote that includes 12 candidates.

In March, Tadic led Serbia’s bid to gain EU candidate status, which was conditional on the arrests of fugitive war crimes suspects Ratko Mladic and Radovan Karadzic. His government turned over the two wartime Bosnian Serb leaders to a U.N. tribunal in the Netherlands to face genocide charges for their part in the 1992-95 Bosnian war.

However, Tadic’s popularity among Serbs has fallen because of the country’s economic downturn. Faced with the global financial crisis, which slowed down much needed foreign investments, his government has seen massive job losses and plummeting living standards.

Nikolic has gained the support among voters for criticizing widespread social injustice and corruption, and for promising jobs, financial security and billions of dollars in foreign investments if he and his party win the elections.

Recent claims by Nikolic ? who has narrowly lost two consecutive presidential votes against Tadic ? that he has shifted from being staunchly anti-Western to pro-EU are not taken at face value by many Serbs, as well as by Western officials.

The former far-right politician, who is a self-declared “Russia lover,” only a few years ago said that he would rather see Serbia become a Russian province than an EU member, and has hailed Mladic and Karadzic as “Serbian heroes.”

“Of course I had to change, I’ve been a politician for 22 years,” said Nikolic, nicknamed “Toma the Gravedigger” for running a cemetery in the 1980s. “The people of Serbia have changed,” he said during the campaign.

Nikolic, who has split from the ultranationalist Serbian Radical Party, was in Milosevic’s government during the violent crackdown against Kosovo Albanian separatists in 1999 that prompted NATO to bombard Serbia for 78 days until Milosevic pulled his troops out of the province.

Tadic told a campaign rally this week that “those who have shamed us” must not be allowed to govern Serbia. He said the voters have a choice to continue with “progress and development” or risk “the uncertainty.”

Polls indicate Nikolic would not be able to come to power without the help of a small conservative party led by former president and prime minister Vojislav Kostunica, which is staunchly anti-EU and promises ?10 billion ($13 billion) in Russian “development loans” if Serbia turns to Moscow instead.

Tadic has had the support of the Socialists, the party founded by Milosevic in the 90′s, but which has now switched to a pro-EU stance. The Socialists, who are likely to become kingmakers by placing third in the vote, have been noncommittal about which side they will support after the elections.

Milosevic died in his prison cell during his U.N. war crimes trial in 2006.

CA lab revisits safety steps after researcher dies

(AP) ? Lab workers at the San Francisco Veterans Affairs medical center will be urged to get vaccinations for the diseases they study as a precaution as investigators continue looking into a researcher’s death after he handled a rare strain of bacteria, officials said Thursday.

Richard Din, the meningitis research associate who died Saturday in a possible lab exposure, wasn’t vaccinated for the illness despite Centers for Disease Control and Prevention recommendations to the contrary. Nonetheless, the VA’s Harry Lampiris said a vaccine may not have protected Din, 25, because he was helping to develop a vaccine for a meningitis strain resistant to vaccine.

Lampiris also said about 70 people who came into contact with Din recently ? including family members, co-workers and medical personnel who treated him ? received antibiotic treatments that are “100 percent effective” in combatting infection.

Din, who lived on San Francisco’s Treasure Island, fell ill with a headache and other flu-like symptoms about two hours after leaving work Friday evening, Lampiris said.

He awoke Saturday feeling worse and with a rash all over his body, and he was rushed to the VA hospital by friends.

Lampiris said Din lost consciousness in the car and died in the hospital of a heart attack at about 2 p.m. The vaccine-resistant strain of bacteria was found in his bloodstream.

Lampiris said it is unclear how Din was exposed to the bacteria because he had a reputation as a safe, by-the-book research associate at the VA hospital’s Northern California Institute for Research and Education. Lampiris said lab workers are expected to wear gloves and gowns, and they do their work behind a protective “safety cabinet,” or hood, while isolating the bacteria.

“He was an excellent lab worker and very fastidious,” said Lampiris, chief of infectious disease at the San Francisco VA research institute. Lampiris said there were no signs of spills or mechanical failure in the lab where Din worked, which was decontaminated and temporarily closed pending investigations.

Officials with the California Division of Occupational Safety and Health and the federal Occupational Safety and Health Administration have opened a joint investigation into Din’s death. The CDC is researching whether the bacterial strain found in Din’s bloodstream is the same strain he worked with in the lab.

Cal-OSHA spokeswoman Erika Monterroza said her office has six months to conclude its investigation and can levy fines if workplace regulations were violated.

“We’re very early in the process,” she said.

So-called laboratory-acquired infections are “rare occurrences,” according to CDC spokesman Tom Skinner. But they do happen.

According to a 2005 paper published in the Journal of Clinical Microbiology ? the most recent study of its kind ? 16 cases of probable laboratory-acquired meningitis occurred worldwide between 1985 and 2001, and eight of them were fatal.

Other infections also occur, including a Chicago researcher who died in 2009 after exposure to bacteria that causes the plague, and a University of Illinois student who came down with a mild case of cow pox the next year after a laboratory exposure. The CDC reported last year that 73 people in 35 states were infected with salmonella in lab-associated incidents between August 2010 and March 2011.

The CDC also reported to Congress that seven researchers were infected with a so-called “select agent” between 2003 and 2009. Select agents include dangerous pathogens such as small pox and anthrax but not meningitis.

“Laboratory-acquired infection represents an occupational hazard unique to laboratory workers, especially those in the microbiology laboratory,” Kamaljit Singh of Chicago’s Rush University Medical Center concluded in a 2009 scientific paper published in the journal Clinical Infectious Diseases. Singh estimated that 500,000 lab workers handle dangerous germs in the United States.

LONDON (AP) ? If the phone hacking scandal gripping Rupert Murdoch’s News Corp. empire has a familiar ring, it might be because you’ve heard the story before. From William Randolph Hearst to Rupert Murdoch, many media barons’ stories follow a familiar arc.

“He’s one of a series,” said James Curran, a professor of communications at Goldsmiths University in London. “He seems to me to be in the same press baron tradition.”

Before Murdoch came Robert Maxwell and Conrad Black, both of whose careers at the top of the British media establishment ended in disgrace. Before those two came Lord Beaverbrook, the Daily Express owner whose excesses were lampooned by Evelyn Waugh in his 1938 novel “Scoop.”

Earlier still was the New York Journal’s William Randolph Hearst, who has become linked to the swashbuckling maverick at the center of Orson Wells’ 1941 classic “Citizen Kane.”

There are huge differences: Unlike Black and Maxwell, Hearst, Murdoch, and Beaverbrook stayed successful. The Hearst Corp. is 125 years old; News Corp. is worth $60 billion; there’s still a statue to Beaverbrook in his Canadian hometown of Fredericton.

But there are important parallels, too.

Britain’s media tycoons came from abroad ? Australia, Canada, or Eastern Europe ? and rapidly became establishment figures, winning wealth, titles, and friends in high places.

Then, eventually, came the fall.

Beaverbrook’s attempt to create his own political party was knocked back in the 1930s, and he found himself cast adrift following the defeat of close ally Winston Churchill in 1945.

Black’s and Maxwell’s careers were blighted by criminality. Maxwell, having raided his newspaper’s pension fund, drowned under murky circumstances in 1991; Black was only released Friday from a U.S. prison following a 2007 conviction for cheating his shareholders.

Once one of the most powerful forces in British politics, courted by Labour and Conservative leaders alike, Murdoch also has seen his clout wither amid the scandal over illegal eavesdropping at his News of the World tabloid.

Revelations of widespread illegality there have led to the arrests of dozens of journalists and media executives, the resignations of high-flying political operatives and police leaders, and hundreds of millions of dollars in legal costs.

The narrative of the hacking scandal may echo earlier stories of overreach, but Murdoch’s story has little to do with those of Black or Maxwell, said Tom Bower, who has written biographies of the latter.

“There is a sharp difference,” said Bower, explaining that Murdoch built “a huge and successful business” based on hard work and sharp elbows, while his competitors failed because they had created “flimsy businesses based on fraud.”

Murdoch’s story bears a stronger resemblance to Beaverbrook, a turn-of-the-century entrepreneur who would help revolutionize London’s Fleet Street newspapers, according to Jacques Poitras, the author of “Beaverbrook: A Shattered Legacy.”

Born William Aitken in the small maritime province of New Brunswick, Beaverbrook had a modest start selling insurance and magazines door to door before moving on to bond promotion and striking it rich.

He moved to England, where he was knighted, invested in the populist Daily Express, and ? with the help of innovations such as crossword puzzles, gossip columns and society pages ? turned it into the biggest-selling paper in the English-speaking world. That title was later claimed by Murdoch’s News of the World.

“Both men published fabulously successful newspapers, and they were good at it,” Poitras said. “They knew what people wanted (and) they delivered it.”

Beaverbrook became fantastically influential, serving as a powerful Cabinet minister and Churchill adviser.

“His power in the 30s and 40s in London was unmatched,” said Poitras. “I don’t know if you could have someone of that clout now. … Murdoch is the only one who seems to have made waves in the same way.”

Compared to Beaverbrook and Murdoch, Maxwell and Black are a “second division of press baron,” said Curran, the professor of communications.

Black, a member of the Canadian elite, eventually came to own The Daily Telegraph, the Jerusalem Post, and a string of U.S. and Canadian newspapers before his embezzlement plunged his empire into crisis.

Maxwell’s rags-to-riches-to-ruin story is in some respects more compelling.

Born into an Orthodox Jewish family in the destitute Carpathian mountain region of what was then known as Czechoslovakia, Maxwell narrowly escaped a Nazi concentration camp to move to London. He set up a successful publishing company and moved into politics, throwing his support behind the left-wing Labour Party.

As early as 1969, there were signs of trouble. Britain’s trade department investigated Maxwell in the wake of a botched takeover deal, branding him unfit “to exercise proper stewardship of a publicly quoted company” ? nearly the same language used by Labour lawmakers to condemn Murdoch in a critical report on phone hacking published last week.

Maxwell survived the trade investigation, spending the next two decades expanding his empire and racking up an enormous pile of debt. By the time his body was recovered from the waters off the Canary Islands ? no one knows precisely how he died ? his company was more than 2 billion pounds in the red.

Murdoch, who outmaneuvered Maxwell and Black to stay at the top of the British newspaper scene, has so far avoided falling into the same abyss that swallowed his competitors. Even his most strident critics don’t accuse him of anything worse than “willful blindness.” He remains at the head of a fabulously successful media company, responsible for record-smashing films like “Avatar” or TV hits such as “The Simpsons,” and News Corp.’s share price is riding high.

His influence in Britain, however, has undeniably suffered. Politicians who once scrambled to kiss his hand are now lining up to boast about how independent they were. Prime Minister David Cameron, who in 2008 flew out to the tycoon’s yacht to seek his blessing, acknowledged last week that “we all did too much cozying up to Rupert Murdoch.”

In that respect, Murdoch’s isolation ? in Britain at least ? seems redolent of the last scene of Citizen Kane: Successful, wealthy, but unloved.

Fujitsu dabbles in palm reading, hopes to bring biometric sensors to tabletsWhen you think about it, there’s no reason that biometric recognition can’t provide security on tablets — well, aside from the need for a sensor thin enough to fit on a slate. Fujitsu has been on the job, making significant progress since showing off its clunky palm vein reader. The company’s latest development on the biometric front is an authentication sensor that measures a minuscule 5mm thick, which is slight enough for use in tablets. Fujitsu employed its PalmSecure technology for reading users’ palm vein patterns without requiring physical contact with the sensor. This super-thin module is still in the thick of research and development, but it’s likely destined for your tablet someday down the line.
